In a move that sets it apart from most major studios, SEGA is actively encouraging Sonic Racing: CrossWorlds players to mod their game — as long as it doesn’t involve cheating.
Following reports of misconduct in online matches, SEGA issued a reminder of its Terms of Use after detecting cheating, external tools, and unauthorized file tampering in the game.

“In Sonic Racing: CrossWorlds, we have detected misconduct including cheating, use of unauthorized external tools, modification of game content, and unauthorized access of the game program,” SEGA’s statement reads. “These actions violate the terms outlined in SEGA’s End User License Agreement (EULA) and may additionally constitute intellectual property infringement or other legal violations.”
The company warned that such violations could result in warnings, bans, or even legal action for repeat offenders.
However, contrary to early fears from fans, this policy does not mean SEGA is cracking down on all modding activity. In fact, as we higlighted on Twitter, SEGA’s EULA explicitly allows for creative modding — such as custom skins, visual overhauls, and other artistic modifications — so long as they don’t affect gameplay balance or infringe on third-party rights.
“Where possible, SEGA encourages its users to express their creativity and enhance the experience of certain games through the creation of modifications (including but not limited to new items, weapons, characters, models, textures, levels, story lines, music, and game modes) for use with the product,” reads the EULA.
This means players can safely create and share mods that personalize their experience, as long as they don’t alter in-game stats or provide unfair advantages in online play.
SEGA’s stance is a refreshing contrast to the stricter policies seen in other online games, many of which issue bans for even harmless cosmetic mods. The publisher’s approach to CrossWorlds strikes a balance — encouraging fan creativity while protecting fair competition.
